Bio
Dr. Phelps completed his medical degree at the University of North Texas Science Center and trained at Tulane University School of Medicine and Charity Hospital System. Before joining LSCC in August 2008, Dr. Phelps worked at a clinic in Temple for eight years, spent three years as an emergency room physician at a hospital in Pineville, Louisiana, and provided obstetrics and gynecology services at a youth correctional center in Baton Rouge, Louisiana. Dr. Phelps, who is board certified in obstetrics and gynecology, made the decision to join LSCC because he is personally committed to providing comprehensive, quality care to uninsured and underinsured women....
