Christopher L. Hartle

Chris joined Seton in May 1994 after serving as an officer in the U.S. Army in various leadership and staff positions. He has led initiatives in revenue and pricing management, third-party payer contracting, ACO development, HMO and TPA licensure, planning, and provider network development efforts with Seton. He was the project manager for the integration effort that brought Brackenridge Hospital and Children's Hospital of Austin into the Seton network in 1995 through a 30-year lease agreement with the City of Austin.

Chris holds a Bachelor of Science degree from the United States Military Academy at West Point, New York, and a master's degree in Healthcare Administration from Texas State University.

Neal Kelley

Neal Kelley joined the Seton Family in 1998. Before moving to Seton Medical Center Hays, Neal was the site administrator for Seton Edgar B. Davis Hospital and the facility's associated rural health clinics in Caldwell County. Neal brings more than 25 years of clinical and health care administration experience to his role as chief operating officer. Licensed as a registered nurse since 1991, he has a strong practice background in emergency, surgical and acute care nursing.

Neal is an active alumni of The University of Texas at Austin where he majored in Biology. He also has a bachelor's in Nursing Science from the University of Phoenix and is a fellow in the American College of Healthcare Executives.

Neal has worked extensively on various rural health issues, developed strong community partnerships and continues to address access for the poor and vulnerable. He is a graduate of the Ascension Health two-year Executive Formation Program and currently serves on the board of Community Action of Central Texas.

Gerald W. Hill

Gerald Hill is the Executive Director of the Seton Hays Foundation. He also serves as Vice President of Development for Seton Healthcare Family.

Mr. Hill is a former legislator, having represented District 49 in Travis County for four terms. He was named one of the 10 best legislators by Texas Monthly magazine. He also served as Executive Assistant to Governor Mark White.

Mr. Hill served as Vice Chancellor for Governmental Relations for the University of Texas System, and later as Vice President of University Advancement at Texas State University-San Marcos prior to joining Seton in 2004.

Patrick Garcia, MD

imageVice President of Medical Affairs

Patrick Garcia, MD, is the Vice President of Medical Affairs for Seton Medical Center Hays. He joined the Seton Family of Hospitals in 1996.

Board certified in Internal Medicine, Dr. Garcia graduated Magna Cum Laude from St. Edward’s University, and attended medical school at the University of Texas Medical Branch in Galveston. He completed his residency with the Central Texas Medical Foundation (now University of Texas Physicians, Central Texas) at University Medical Center Brackenridge where he became Chief Resident and then an attending physician. Dr. Garcia has also served more than eight years as the director of University of Texas Physicians, Central Texas Transitional Residency Program.

Dr. Garcia currently is serving as Medical Director of both Seton Southwest Hospital and Seton Highland Lakes Hospital in Burnet, Texas, and serves on a number of medical- and community-based committees.
